I know you guys are aware of this but just in case someone else out there is
unaware. 119.275 seems to be used, for the most part, as a general purpose
VHF for ADVISORY/BAYWATCH and it has been used as a DISCRETE quite often as
allocated by ADVISORY/BAYWATCH. For OFF hours, PAX ADVISORY assumes the freq
as BAYWATCH only seems to be operational during normal working daylight
hours unless an excessive amount of flight test has been scheduled. This is
very infrequent. Comms from groundside have the changeover from ADVISORY to
BAYWATCH in the mornings and the changeover from BAYWATCH to ADVISORY in the
evenings. They seem to simulcast these changeovers on all ADVISORY/BAYWATCH
freqs. The announcement will go something in the order of (From BAYWATCH)"
ATTENTION in the test areas Stand by this freq for ADVISORY". The reverse
for the ADVISORY - BAYWATCH changeover. I have even heard these changeover
announcements occur around the lunch hour. But most aircraft, out of habit
will call BAYWATCH on the freqs, but from groundside, ADVISORY will answer
if they have the airspace. I have also heard ADVISORY take over in instances
where an aircraft has declared an Emergency and needed a direct path which
brings it through the test areas.
Most of that doesn't really matter to the average MILAIR enthusiast who
catches only the aircraft as ADVISORY/BAYWATCH seem to both provide the seem
function. But from listening it appears to me that ADVISORY is a direct part
of APPROACH as where BAYWATCH does not appear to be, but is to some degree
subordinate to ADVISORY. For complicated, abnormal issues. BAYWATCH will
even hand an aircraft over to an ADVISORY controller for final disposition.
One additional mote. This VHF is marked as the VHF CHECK-IN freq for
ADVISORY/BAYWATCH as well. Although seldom used for that purpose.
