[MilCom] 11175.0 - BROWN RAT and ANDREWS; CONCLAVE standing by for traffic

     11175.0 was active at 2237z with BROWN RAT (mostly weak/barely
readable to sometimes fair) working ANDREWS (fair/good) for a phone
patch to a common 271 number for some GEP coordination.  Ground party
was REYNOLDS (GEP coordinator alias.)  BROWN RAT had lost their GEP
liink but regained it before completion of the patch.  At the
conclusion of the patch CONCLAVE (weak/barely readable) was found
active with his standing by for traffic statement at 2240z.
