[MilCom] Airspace Dino High?

Read the NOTAM below from the DOD website.  The coordinates puts
it directly over Syracuse Airport, NY.  Reserved 15 mile radius over 
airport FL120-150.

Anyone have an idea what this is all about?  How about Airspace "Dino"?
I know there is a Syracuse MOA, but it's not directly over the airport.
