[MilCom] FM Skip?

Mystery solved.

Thanks to Dick in Kennebunkport, he identified the
names I thought were cities as Submarines that were in Portsmouth
Naval Shipyard for overhaul work.  After checking a couple old sources
for frequencies, 140.900 is in fact a Security freq for PNS.
