[MilCom] More on unknown AR operation in Kentucky

Apparently i already had the freq for the AR Ops in my
scanner.  373.55 is the AR freq. 

??? 21 and HOIST 91 (the recievers) are complete. 

Now TUTTY 69 is headed to the track.

Block altitude is 8000-10000 ft.
