[MilCom] MIL: 11175.0 - OFFUTT

     11175.0 was active at 1621z with ANDREWS (female operator)
beginning a 6-character EAM "FOR WILLY WINKLE" but abruptly
terminating the transmission.  At 1622z OFFUTT (male opr) sent a
6-character EAM (PD4NU3) "FOR WILLY WINKLE".  11175.0 was also active
between 1400z and 1430z with ANDREWS bcsting 2 6-character EAMs "FOR
WILLY WINKLE".
