[MilCom] Encrypted comms on 255.4?

Hello Joe & the group:

I'd guess that they forgot to turn off the encryption (sounds like white 
noise??)...

Interesting at KCEF's "Dog Patching" training area,  many years ago there 
was a week long exercise and some of the "players" actually used encryption 
with KCEF's ground control & tower, but than reverted to typical in the 
clear ATC with KBDL.
