Don't forget with all the budget constraints the amount of flyovers 
over events has been reduced dramatically.

Actually any organization having an event can request a flyover from 
any of the services whether it be Army (and Army Guard, Army Reserves), 
Air Force (Air National Guard, Air Reserve), or Navy (Navy Reserve), 
Marine Corps (Marine Corps Reserve), Coast Guard, BUT they have to 
request it. (just do a googles search Request for Military Flyover, to 
see the procedures). I don't think that the services are completely 
proactive in this matter -- they react to requests! 
 
It's difficult in your state because the AF has no fighters they could 
use (not sure if C130's, KC135's generally do fly overs). I would guess 
that this would leave the Army National Guard to do some flyovers with 
their helos & perhaps some USN resources, somewhere. 
 
Locally here in WMass/North CT, Unfortunately, when the 103 FW 
completes conversion to small biz jet aircraft, I doubt that they will 
be doing any fly overs. The 104 FW at Barnes will be in a stand down 
mode flying operationally, sometime this summer as they convert to 
F15's, and it will be about 1 year before they are mission operational. 
It's unclear during that period whether they will perform any flyovers.
