Regarding the recent joint exercise at Westover JARB.  A good source to give 
you an overview of how the NDMS system would operate can be found at:

This is a quite a system that does require communications links at the 
local, regional, & national level.
Annex G covers Communcations
Great way to spend a rainy day reading!!!!

BTW my understanding is that HHS Disaster Medical Assistance Teams (DMAT) no 
longer have ANY HF radio equipment but only satellite communications 
equipment.
