You know what happens when you assume. :-)
There is no real mystery about using encryption for medical info. Even the
military have to be sensitive to HIPAA confidentiality requirements.
Civilian ambulances don't encrypt patient info because they lack the
capability. Organizations with the money for encryption are likely to use
it for this type of thing.
