[MilCom] CHISEL 11 "flight"

Thanks for the heads up, Joe. CHISEL 11 now up with Atlanta Center on
357.6>360.75>381.55. Comms with BACKY 51 on 352.6. They were using a
weird air-air setup for awhile, sounded like full-duplex - 11 was
transmitting on 149.525 and 12 was answering on 138.425. They are
both back on 149.525 now.
