[MilCom] Civilian Enroute Carrier Freqs at AF Bases?

Interestingly why monitoring the Civilian Enroute freqs this evening, I 
monitord EVERGREEN 1533 (B747-200), with an inbound message to "Dover Ops" 
on 129.825.  www.flightaware.com  confirmed the aircraft was enroute to 
Dover AFB.  FCC license records indicate that Aviation Spectrum Resources 
(aka ARinc) does have this frequency licensed at Dover AFB, DE.....  Wonder 
how many other AMC bases as well as other bases have these licensed freqs in 
lieu of the 134.10?
