FBO Contractor Support for Military Aircraft Re: [MilCom] Heads up Knoxville

Joe they must have a contract to provide fuel & fleet service BUT it would 
be strange that the ANGB wouldn't have staff on hand especially if there 
were pax for this unit.  However if it's just parking & gas, RON for the 
crew it might be less expensive to just have the contractor perform those 
duties.  Interestingly here at Westover JARB (KCEF), sometimes IF the A10's 
(104 FW Barnes KBAF) get committed for a fly by on non ANG UTA weekends, the 
aircraft actually stage at KCEF and return there, so the ANG doesn't have to 
bring in any employees.  Remember that the ANGB/AFRESB staff for the most 
part are civilian technicians (state or federal civil service) during the 
week and they would have to be paid overtime to come in.  Although, there 
are some Guard/Reserve folks that are actually on active duty at the bases, 
but this is usually a small number (of course those deployed overseas are on 
active duty).

Westover requries all inbounds, except emergency/weather diverts to have a 
prior authorization.  About 8 months ago they had an aircraft divert in for 
weather & they actually sent them down to the KCEF civilian metro side for 
fuel & fleet service, since neither one of these services were available 
(e.g. manned) at that time.  KCEF's Transit Alert,  Base Operations 
(Airfield Management), Base Fuels, etc. are contracted out to Phoenix
