They are discretes.

This is a LMR TRS freq and this metro will move. I already have two TRS 
systems using this frequency one on the east coast and one in the Pac NW. So 
this metro and the 29 Palms ATIS will go away at some point. Reference the 
Aug 2006 MT Milcom column for the our latest list of LMR vs Air freqs in 
this 380-400 MHz band.
