it may have been William Cooper and "the hour of the time"
he used to be on WWCR and was pretty over the top.
he had been pursued by the IRS for some time for failure to pay income taxes and was killed in a shootout with some Arizona lawmen attempting to arrest him.

his program "the hour of the time" had a rather unique sounding interval signal with sirens, jack booted marching sounds, dogs barking and so on. if you ever heard it I believe you'd know what I mean.
he was pretty entertaining to listen to and I am sorry that he is gone. But he was pretty far out "there".
