[MilCom] Odd traffic on 311.00

I heard the same thing but broadcasting on 11175 USB
and to me it sounded like GASSER 22, a KC-135 tanker. 
I could be wrong though.  I wonder if they simulcast
on those two freqs?  Cause while i was hearing an EAM
on 311.0 i was also hearing it on 11175 USB.  Can any
experienced HFers answer this?
