[MilCom] Kalitta Flights

Just an observation on those Kalitta Falcon jets that are in and out of Dover 
AFB
all the time taking KIA's to their various home destinations I noticed on 
flightaware site for KDOV that inbound aircraft use their 2 digit suffix like 
KFS35 and outbound with soldiers they add a 99 to callsign so KFS35 becomes 
KFS3599 outbound.
