[MilCom] MARS Narrowband Requirements -- Drastic Station Reduction?

While conducting research I noted the following blog.  Please refer to it:

It seems that MARS radio equipment operating on VHF & HF is also going to 
have to meet the more stringent NTIA specifications by 2008.   This blog was 
dated in February 2007, so not sure what the implications are, But this 
state radio communications administrator felt that it would drastically 
affect the program participation (as it did to CAP).

Perhaps some MARS members could provide more information to the group on 
what effect the new narrow band standards will have on MARS operations!
