Hello Joe & the group...

Thanks for the description of the great location -- shall we call it "near 
scene" rather than "on scene" ;)   ....

Generally IF you ARE NOT right on the base fence line or parked along an 
access road on the approach and/or departure end of the runway I really 
don't think you will encounter a problem (MOST Of the time).   Public parks 
are just that, PUBLIC use.  If base security officials thought it was a 
problem they would have the park closed long ago.  Perhaps, there is some 
real time covert electronic type surveillance utilized by the base at that 
park -- that's why the police drove by twice while you were there!!! :)... 
Of course in case of drastic changes in the Force Protection Condition 
(FPCON) might alter significantly where people & vehicles could be in 
relation to the base fence line, etc.    Information on Force Protection

I noticed that you didn't mention anything about the Base Land Mobile Radio 
support nets  did you monitor any activity?
