With 225 being right at the upper end of the Amateur
"220" band, you could very well have a local Amateur
doing some kind of oddball mode, since the band plan
suggests that pretty much everything is allowed on
that band.  Running right on the band-edge is NOT
encouraged but some folks do it, and most commonly if
one is tweaking an antenna.......you do the bottom,
center and top of the band to get the best setup
overall. Personally, I stay in from the exact edges a
bit........

I think most stuff at the upper end would be NBFM
voice but when I look at the band plan, there's no
hard and fast "band segments"......mostly "gentleman's
agreements".  Which get broken often enough.  :-)
