[MilCom] ROYAL 03

Dover's 3rd new C-17 #06-6167 arrived today around 1935z heard by me with 
Dover CP 349.400 as ROYAL 03.
Seeing that this is Dover's 3rd C-17 ROYAL 03 it adds up.
Heard by others with ZDC on approach as BOEING 167.
ROYAL and RYDER continue to be callsigns used by Dover for new C-17's locally 
but mostly ROYAL.
