[MilCom] MIL: 11175.0 - OFFUTT and INDIA 83

     11175.0 was active at 1639z with INDIA 83 (weak/barely readable
to unreadable) working OFFUTT (good) with a phone patch to BRICKYARD
looking for current message traffic. BRICKYARD passed launch
authentication CHARLIE WHISKY MIKE to I83, gave an authentication of
YANKEE, passed a timestamp (1640z) with authentication CHARLIE MIKE
and then stated there was no current message traffic and gone.
