[MilCom] MIL: 11175.0 - SAM 1067

     11175.0 was active at 1408z with OFFUTT (good levels here)
working SAM 1067 (unheard here; weak often unreadable to OFFUTT) for
phone patch traffic.  Eventually moved to 8992.0.  Also active about
90 minutes later on 11175.0.
