[MilCom] E-4B "Saint 43" landing at Patrick again

Had that same thing in my area in NE MO a few days ago.  I had a carrier 
come up on 311.000 which sounded like a typical WBFM signal.  I thought at 
first it was just interference but it was indeed a WBFM signal.  I only had 
the chance to monitor it on my BC-780 as I was mobile at the time so I 
couldn't monitor it with my more sophisticated receivers to see if it 
actually was a wideband signal with subcarriers etc and to see if it was 
actually centered on 311.000.

I also thought it a bit odd to run that WBFM signal on 311.000 being that it 
is such a heavily used command post frequency.
