Hi Ron,
The "Sparkle" is the DC ADIZ Visual Warning System via optical cameras
at various sites that "sparkle" the "Red-Red-Green" warning sequence
to aircraft nearing (or in the case of red - entering) the ADIZ.

SAM 1146 (unid, 99th AS, Andrews)- on DC CAP freq (260.9) working w/Panther
(unid). Sam 1146 advises he is 90 miles east of Andrews and is looking for a
max range "sparkle" (laser?) which he acknowledges about 2 minutes later. The
he advises Panther he is doing red & green (encrypted/clear?) sequences and
signs off.
