[MilCom] ELT Search Capabilities Other Than United States?

Anyone read about he plane crash in Panama that killed 3 people and the lone 
survior (12 year old girl) was found still strapped to the seat upside down.

Most of the ELT activiation & small aircraft crash searches in the United 
States is conducted by the Civil Air Patrol.

Wondering if anyone has ever done any research as to who conducts the ELT 
searches in other countries and what equipment they utilize?
