The DoD buys time on commercial birds. Either they don't have enough
capacity, or they want to save their capacity.
My guess is one lat/lon is the UAV, and the other is the projected
waypoint. The truck is marked, so this may be a test.
In the SF Bay area, in the time frame you mentioned, high tech chip
theft was rampant. The thieves would hijack the truck to get memory and
CPUs. I have one PC where the CPUs (it's a dual CPU mobo) came from such
a theft. The gang was eventually captured after they murdered a security
guard during a robbery.
