[MilCom] MIL: 11175.0 - COAL OIL standing by for traffic

     11175.0 was active at 1210z with COAL OIL (weak/readable but
sometimes fading to unreadable) bcsting a 28-character EAM (BBFKEK)
and a 20 (+/-) character EAM (TYGV5X) and ended with "Standing by for
traffic".  H+10/h+40 activity.  Suspected TACAMO LANT.  Oddly, he
broadcast the BB string 3 times.

     111750 was active at 1220z with unknown player (too weak to id;
often unheard) bcsting EAM strings.  H+20/h+50 activity.  Suspected
TACAMO PAC.
