[MilCom] Question Callsign!!

[Michael Sharritt]

             I just heard a callsign ive never heard
before not sure if Civil or Mil call was  ROUGH RIDER
1816 was on 133.1750 and 127.3750 westbound,not
showing up on any Flight Trackers and the callsign is
not on the new list from the FAA,THANKS!!
