Well Katilla Charters is using a Dassualt Falcon 20 jet, which has limited 
capacity.  So they are looking for the capability of transporting two 
caskets & 2 escorts + baggage.  So I'm going to assume a larger biz jet type 
aircraft.  Per the article, they are also looking for the contractor 
supporting 4 flights at the same time.

I would assume that they want to cut costs overall by flying the escorts in 
the charter aircraft versus now where the deceased remains flies on the 
charter aircraft & the escort(s) fly on commercial aircraft which would be 
an operational/logistical challenge  trying to time everything.  I'd assume 
that the deceased support flight takes off only when the escort is in place 
to receive the deceased service member at the final landing area.
