[MilCom] CAP Formally Requests Narrow Band Transition Delay

An "informed" source has indicated that the Commander, Civil Air Patrol, has 
formally requested a delay in CAP's transition to narrowband and the USAF is 
supporting this request.  Apparently, it does not appear that CAP will be 
able to complete this transition until the summer of 2008.

My guess is those 3 or 4 changes to frequencies needed because of border 
country concerns is the primary reason!
