[MilCom] MIL: 8992.0 - MOCCASIN standing by for traffic

     8992.0 was active at 0220z with MOCCASIN (weak/fair levels here)
bcsting a 22-character EAM (N2C5ZH) and simulcasting same on at least
11175.0 with nothing heard on 4724.0 or 15016.0.  He ended his xmsn
with "MOCCASIN, out" and then was up with "MOCCASIN, standing by for
traffic" (x2) and out.  H+20/h+50 activity.  Suspected TACAMO PAC.
He's been active for some time now, rising in strength.
