[MilCom] 8992.0 - Standing by for traffic

     8992.0 remains active with unknown players at h+10/h+40 and
h+20/h+50 bcsting EAM traffic and ending their xmsns with the
"standing by for traffic" statement.  Most recently at 1050z.  Too
weak to understand id's.
