[MilCom] MIL: 6697.0 - NEON SIGN and MEAT HOOK standing by for traffic

     6697.0 was active at 0310z with NEON SIGN (weak/readable levels
here) bcsting a 32-character EAM (UGVSYE) and closing with "NEON SIGN,
standing by for traffic" (2x) and out.

     11244.0 was active at 0320z with MEAT HOOK (weak/often unheard in
local qrn) bcsting the 32-character UGVSYE and simulcasting same on at
least 6697.0 (weak/readable) with nothing heard on 8776.0.  He ended
the string with "MEAT HOOK, standing by for traffic" (2x) and out.
