[MilCom] CAP OVER BHAM

I have been listening to WIZARD for the past couple of hours on 252.0,
265.4, and 364.2 in comms with RINGMASTER (not heard here). I'm
guessing WIZARD is supporting the CAP as I have heard him advising
various aircraft on guard (121.5) that they have violated the TFR.
