[MilCom] Flight Rules?

Does anyone know what the military supersonic flight rules might be? 
I know there are designated supersonic corridors, but outside those 
areas, what are the rules? Altitude restrictions, reasons etc?

Who could authorize going supersonic and for what reasons other than 
a national emergency such as terrorist controlled aircraft 
interceptions such as on 9-11? the FAA? NORAD? Area military 
commanders?


Any information would be appreciated.
