[MilCom] BOWEL 22

I thought they were saying "OWL 22" but then they spelled it to WADS/BIG 
FOOT on 364.2/AICC while getting a P&I check.  At the same time, a ZOA 
controller complained that they were ident'ing about every 5 seconds. 
They recycled a few times and it cleared up.  Then they got in touch 
with ARINC/131.95 and asked for the HF frequencies before going DUE 
REGARD out past BEBOP (and presumably into W-260).  I caught a bit of 
preamble on an EAM just now but not enough to copy it (or find it on HF 
either).  Presumed E-6B 163919.
