[MilCom] OakySam with Wizard Delta

It is Monday, 1:05pm EDT (1705z).
   A short while ago NORAD's OakySam was in comms with "Wizard  Delta" on 
364.2. He attempted to get Wizard Delta to switch to "Conar 2 freq,"  and they 
were unable to contact one another on that freq.
   Then OakySam advised: "Primary freq is Purple 14; secondary is  Purple 15."
   OakySam told Wizard Delta "We had an active link with  Goliath Bravo; we 
no longer have that link."
   Then OakySam announced "Link operational at 1603z," and asked  Wizard 
Delta "Did you receive the secure message regarding Satcom freqs?" Wizard  Delta's 
response was not audible to me.
