[MilCom] Civil Air Patrol up on 149.5375

  CAP Flight 822 is in comms with 92 on 149.5375.  820  informs that CEC is 
aboard and says 92 had not been instructed to silence ELT.  Also says is unable 
243.0; only capable of 121.5.
