[MilCom] ZTL CAP

Had OAKGROVE talking to DIXIE-24 (KC-135R, AL-ANG) on 265.4 around 
2000z about how much fuel he can offload.

Apparently it wasn't for the ATL area as nothing further on NORAD/CAP 
Freqs.

Of course, considering it was a Yankees pitcher I don't think we gotta 
flip out over terrorism anymore...
