[MilCom] JSTARS "Wizard" up on 231.75

Melbourne JSTARS "Wizard" has been busy all morning on 231.75,  in comms with 
Northrop Grumman JSTARS ground station "Terra 5."  Talked  about getting the 
SCDL up, but were refused.
