[MilCom] marine emergency

Over the years I heard and also been on the bridge of several Navy ships 
and most often they use their hull number when underway at sea.  The 
only exception is when they are entering or leaving port, they often use 
their name or like the Coast Guard's Vessel Traffic Center here in SF 
"Public Vessel # 01, or something like that.
