[MilCom] Foreign language on 11175 kHz USB

It is Mon, 6:55am EST (1155z).
  Foreign language comms on 11175. Fairly strong and quite clear into  my qth 
in Florida. Can't understand the language but the comms definitely sound  
informal, chatty between two males.
  Also several test counts from Andrews.
  Hope it gets better today!
