it is possible, i have picked up several over the past
year, it is usually ENC comms but on occasion i have
picked up clear voice from pirates and actual users
if you can pick up a good carrier on 250.350 and
350.550 you are set,
i have actual recordings of what i heard, 
pirates on (263.720) off center of 263.725
pirates on (263.920) off center of 263.925
actual clear voice of Mil users of 262.125
