 Correction to my post above regarding VQ-3,Home base is Tinker AFB.

 I have heard ARRIS used for C-5's to Dover but rarely.
 When Lockheed Martin is delivering a finished C-5 usually they use ROGUE 
callsign.
 When they are still testing a C-5 pre-delivery use ARRIS callsign.
Probably you heard test aircraft from Robbins Lockheed facility.
