I would hazard a guess that EOC stands for emergency operations
center, which I imagine would be used in the current flood situation.

121 calling 101EOC for radio check. This was followed by an open carrier for 
about 45 seconds. This circuit has been busy the last few hours. I have it 
as Mass. National Guard repeater.
