It is my understanding that most aircraft checklists call for
turning on the transponder before the takeoff roll, unless tower
advises not to do so.
I've never heard the term "flashing," but I suppose it might be
a non-standard term used for the IDENT function on an airborne
transponder unit, when requested by the controlling ATC function.
But it would seem not necessary for the pilot to announce the
IDENT, since ATC will either see it and respond appropriately,
or if they don't see the IDENT, they will request it be
done again.
Can you verify that "flashing" is the same as an IDENT with
the transponder?
