in the SE SOCC.  But yes, it is the list of Blue designators that were 
reported in use by the Western SOCC right after 9/11. You would have to check

 This past weekend's CAP mission over Thurmont one of the pilots referred to Blue 13, 24 and 25. It's thought that 13 might be 260.9 - this is a very popular Huntress freq for the last several DC/Md.area CAPs and is often used for refueling ops. 24 and 25 were assumed to be as given in a previous message.
