[MilCom] SAME/STAME 21 fuel dump

Thanks for the ID Adam! I'm a bit puzzled by his fuel dump. He never
declared a problem with ATC. At one point ATC wanted him to descend
lower but he stated "I still have 1 minute left in my fuel dump". Perhaps
the guys down south who hear him a lot can comment if this is a
common occurrence for this aircraft.
