[MilCom] Milcom Channel Interference?

Recently got digital cable & at times while watching "The Military Channel" 
at times the picture just freezes & there's no audio.  Also at times picture 
disappears & there's just square patches of colors. I'm wondering if anyone 
else is experiencing this problem.   It seems that there's a few other 
channels affected also within the same narrow cable box channel range...

Is this basically a signal receive problem at the head end 
(atmospheric/other interference) OR is it something in the transmission 
through the cable that affects that specific channel frequency range 
(military channel is 103 equipment (Scientific Altanta Model Explorer 3100 
cable box)?

You know of the 100+ channels available, I would have hoped that the problem 
would have been on one of the other useless channels (e.g. "Jewerly" (24 
hour selling)), but it just doesn't seem to ever happen that way!!!! :(
